At the risk of beating a dead horse, this port 9000 issue finally affected me, and for the same reason @mrpelicer indicated: I was coincidentally editing a Jupyter notebook in VS Code. Closing VS Code allowed me to launch the CE. (Ubuntu 22.04 LTS, VS Code v1.94.2)
